Bhutan Visa Clearance Guide

Bhutan does not issue a tourist visa at the airport. The "visa" is a visa clearance letter issued in advance, only after a licensed tour operator submits your full itinerary to the Department of Tourism. Before the 2022 reform, this was a single model. After it, two paths exist.

Pick your path

Operator-arranged

A licensed tour operator handles visa, SDF, permit, accommodation, transport, guide, driver. This is the standard model used by 95%+ of travelers.

Self-arranged (limited)

Available only for Indian / Bangladeshi / Maldivian passport holders under the 2022 reform, and a narrow "self-arranged" pilot for select regions. Practical only if you fit those criteria.

Operator-arranged: the workflow

  1. You choose a licensed tour operator (TOAB member recommended).
  2. You agree on itinerary + dates + group size. Operator quotes daily tariff + SDF.
  3. You pay a deposit (typically 30–50% of total). Operator confirms availability.
  4. Operator submits your full itinerary to the Department of Tourism for visa clearance.
  5. Department of Tourism issues visa clearance letter within 3–7 working days (longer for restricted areas).
  6. You receive the clearance letter by email. Carry a printed copy to Paro.
  7. On arrival, the visa is stamped in your passport. SDF is paid in USD or Nu.
  8. Balance is settled in Bhutan (cash USD, INR, or wire transfer).

What this solves

Confusion between the e-visa system (used by e.g. India, Turkey, Vietnam) and Bhutan's actual model. There is no standalone e-visa portal for Bhutan. Bhutan's clearance letter is fundamentally an operator-mediated artifact — it doesn't exist without a sponsoring operator.

How to read the result

The two cards split the decision by passport. If your passport is in the "self-arranged" eligible list and you want budget control, you'll need to find a Bhutanese host or hotel willing to endorse your permit application — usually well in advance. If not, the operator path is your only legal entry. Most operators quote $200–$250/day inclusive.

FAQ

Can I get a visa on arrival at Paro?

No. Without a clearance letter issued in advance, you will be denied boarding or refused entry on landing.

What's the minimum trip length?

There is no statutory minimum for the visa, but most operators won't quote a trip under 4–5 nights because fixed costs (vehicle, guide, SDF) dominate. Add SDF calculator for the floor cost.
